This BalticSTERN report is the first large-scale, cost-benefit analysis done for an international environment agreement, the Baltic Sea Action Plan (BSAP). The analysis covers the estimated costs and benefits for each Baltic state.
The analyses were conducted by BalticSTERN's (Systems Tools and Ecological-economic evaluation – a Research Network) research network, a network of scientists from all countries surrounding the Baltic Sea. The research network combines socio-economic and ecological models for cost-benefit analysis and to find the most cost-effective measures to achieve the BSAP's objectives. Results from BalticSTERN research during the period of 2009-2012 are pesented in this final report.
